You want to [goal, in their words]. Right now [current problem or obstacle], which is causing [consequence: lost leads, wasted time, slow sales]. Success for this project means [measurable outcome or clear result].

This is where you win trust. Use the phrases the client used on your call. If they said "our website feels dated," write "feels dated," not "requires a modern redesign." It proves you listened.

Section 3: Your proposed solution

I recommend [approach]. This will involve: [step 1], [step 2] and [step 3]. I chose this approach because [reason that connects to their goal].

Explain the "why," not only the "what." Clients hire freelancers for judgment as much as for skills. One sentence of reasoning shows expertise better than a page of technical terms.

Section 4: Deliverables and what is not included

Included: [item, quantity, format], [item, quantity, format], [number] rounds of revisions.
Not included: [items you will not do, such as copywriting, hosting, ongoing support].

The last sentence matters. It records that the client's delays can move your deadline, which prevents blame later.

Offering two or three options is one of the most effective tactics in freelance sales. Instead of deciding whether to hire you, the client decides which package fits, and mid-tier options often become the most popular. Choose the example closest to this client's industry or problem. Two sentences and a real result are more persuasive than a page of biography. If you are new and have few clients, use a personal project, a volunteer job or a clear before-and-after sample of your process.

To go ahead, reply "approved" to this email and I will send a short agreement and the first invoice. I can start on [date]. If you have questions, we can talk any time this week.

A short example: web designer proposal

Here is how the first sections might look for a realistic project:

Summary. You sell handmade ceramics online and want more customers to finish checkout. Right now your product pages load slowly on phones and shipping costs appear only at the last step, which is likely causing abandoned carts. Success means a faster, clearer store that lets customers see the full price early.

Solution. I will redesign the product and cart pages, compress images, and show shipping estimates on each product. I recommend this order because the biggest drop-off appears to happen at the cart, so fixing it first delivers results sooner.
